Grand succès pour la 4ème édition de la fête du personnel communal de Schaerbeek. 600 personnes avaient répondu présentes ce vendredi soir dans les salles de l’hôtel communal. La salle des guichets comble pour l’apéritif de bienvenue, le hall des bourgmestre, la salle des mariages, la salle du musée et la galerie complets lors du dîner, le tout dans une ambiance très conviviale et chaleureuse.

Une soirée rendue possible grâce au travail du Cercle d’Art du personnel communal soutenu par le Collège des bourgmestre et Echevins, et des services techniques. Lorsque j’ai quitté l’hôtel communal vers 02h15, la piste de danse était encore bien remplie…

A l’ordre du jour du Conseil communal de ce mercredi, le budget ordinaire et le budget extraordinaire 2010, le budget du CPAS 2010 et divers points dont une nouvelle modification du règlement redevance sur le stationnement.

Il faut dire que depuis l’entrée en vigueur du règlement redevance sur le stationnement, celui-ci a déjà été modifié à plusieurs reprises. Ainsi, environ, tous les 6 mois, la majorité MR-Ecolo dépose des modifications. Cette instabilité des règles n’est pas bonne ni pour les Schaerbeekois ni pour tous ceux qui s’y rendent régulièrement. Lorsque l’on parle donc de “plan de staionnement”, il conviendrait peut-être de nuancer fasse à ce qui ressemble de plus en plus à un patchwork d’adaptations.

Ces modificatiosn fréquentes sont d’autant plus problématiques qu’elles concernent souvent le taux de redevance. Voici quelques modifications qui entreront donc prochainement en vigueur :

• la 2ème carte de stationnement “riverains” passe de 25 à 36 euros
• la 3ème carte de stationnement “riverains” par ménage passe de 50 à 108 euros
• le paiement à l’horodateur pour 1h passe de 1 à 1,5 €
• la carte de stationnement pour 1/2 jour passe de 20 à 22 euros

A noter que lors du Conseil communal de janvier 2009, la majorité avait déjà voté l’augmentation de la redevance pour une journée de 15 à 20 euros, un an plus tard de 20 à 22 euros…Enfin, comme par hasard (?), ces modifications interviennent à chaque fosi lors du vote du budget. A se demander s’il ne s’agirait pas plutôt d’une question budgétaire ?

Il y a quelques jours, j’ai retrouvé avec énormément de bonheur Toots Thielemans lors d’une réception. L’occasion de nous remémorer bien des souvenirs.

En effet, en 1991 et en 1992, Toots Thielemans était venu se produire aux côtés d’autres artistes lors des opérations “Bouton blanc” de prévention toxicomanie que j’avais lancées en tant qu’échevin de la Jeunesse de Schaerbeek, tout d’abord aux anciennes casernes Dailly et ensuite aux Halles de Schaerbeek.

Après de longs mois d’attente, le pavillon situé au sein du parc Reine Verte (entre la rue des Palais et la rue Verte, dans le quartier de l’église Royale Sainte Marie) ouvre enfin ses portes. Cet espace communal est occupé par Cannelle bien connue comme traiteur.  Il est bon de rappeler que Cannelle est une initiative d’économie sociale d’insertion qui a pour objectif l’insertion sociale et professionnelle d’adultes. L’équipe se compose d’une dizaine de personnes.

Comme on pouvait aisément le prévoir, le tram 56 qui partait de la Gare de Schaerbeek et passait par la rue Gallait, ne sera pas rétabli même après la fin des travaux de réaménagement de cette artère. Au début des travaux, la ligne avait été supprimée mais malgré les propos rassurants de la Commune et de la STIB quant à cette cessation temporaire, il paraissait d’ores et déjà évident que la ligne serait sacrifiée.

Un nouveau coup dur pour le réseau STIB sur le territoire de notre commune, après la suppression il y a quelques temps déjà du tram 94 également au départ de la gare de Schaerbeek. Désormais, il ne reste plus que la ligne 55 qui relie Helmet en passant par la Cage aux Ours vers Rogier. Un tram déjà plus que saturé aux heures de pointe malgré les indications de la STIB qui assure que la ligne sera renforcée suite à la suppression du tram 56.

Des promesses qui me semblent bien vaines et un nouveau et implacable constat : la Commune de Schaerbeek est à nouveau frappée de plein fouet par des restrictions budgétaires de la STIB, sans que cela ne semble susciter la moindre réaction du côté de la majorité MR-Ecolo. Une majorité bien passive face à la STIB que ce soit lors de chantiers qui perturbent la circulation sur le territoire communal et qui sont imposés sans réelle concertation avec les autorités communales ou dans ce cas-ci avec la ligne 56. Une attitude, me semble-t-il, en porte-à-faux avec le discours d’encouragement à la mobilité douce prônée par MR-Ecolo. On ne peut en effet décemment pas inciter la population schaerbeekoise à utiliser les transports en commun (dont le maillage à Schaerbeek n’est pas des meilleurs) alors qu’on ne cesse de diminuer l’offre et la qualité. Dans son éditio du 12 décembre 2009, le magazine “Victoire”, supplément du quotidien “Le Soir” consacrait un gros plan à Schaerbeek de la table à la scène. Le magazine passait ainsi en revue le centre culturel situé rue de Locht, le théâtre Océan Nord, le Magic Land Théâtre, le Novanoïs, la Maison Autrique, le glacier Cocozza et plusieurs restaurants de notre commune.
